PSP Trooper Struck While Directing Traffic In Chester County Horse, Buggy Crash

PA State Police are investigating after one of their own was struck while at the scene of a crash involving a horse and buggy and another vehicle in Chester County Tuesday, authorities said.

A trooper was directing traffic in the intersection of 5th Street and Little Elk Creek Road in East Nottingham Township around 8 a.m. when a motorcyclist struck him, according to PSP Trooper Kevin Kochka.

Eugenio Ortiz Perez-Bard, 33, had a suspended driver’s license and was operating the motorcycle in a "careless manner" when he hit the trooper, authorities said.

Both the trooper and Perez-Bard were transported to Christiana Hospital for treatment. 

The trooper, who was was wearing a high visibility vest at the scene, is in stable condition, Kochka said.

An arrest warrant for Perez-Bard will be served with assistance from the Delaware State Police when he is medically cleared.

He has been charged with accidents involving injury while not licensed, recklessly endangering another person, reckless driving, careless driving, and several other summary violations.
